Overview: This talk seeks to characterize the peculiar institutional architecture set up by the EU in the wake of the full scale invasion to derisk European private capital to support and foster investment into Ukraine. It then shows the limited intended effects of said architecture for the mobilization of European private capital as well as the unintended effects, supporting Ukraine in emergency financing and the short-term reconstruction of critical infrastructure.
